Is there a law in the Orange County area of Florida to have your dog on a leash?

My neighbors refuse, after several requests to leash their dogs when they are out for a walk, to leash their dogs. My husband has been charged at multiple times in our own front yard by their scottie, corgi & schnauzer dogs. I was charged at while sitting in our front yard with my 8 month old son. These dogs have bitten the kids that live with them, so I see them as dangerous. I have a wooden bat with me now when I got for a walk or sit in my own yard. My husband is looking into getting a fence for us, but that still doesn’t help if we’re out for a walk and get attacked. I’d like to be able to alert our HOA if there is a law about leashing, so that the neighborhood as a whole can take this seriously.
