How do I control my male Scottish Terrier from being so aggressive towards the same sex?

Last week on Monday, I was going to the mall with my family and dog. And we passed by a lot of dogs and my Scottish Terrier [2 month old] was like chasing them and I tried my hardest to hold on the leash.
It was like, I had 2 choices:
1. Let go of the leash and have his way
or
2. Hold on to the leash and suffocate by the intense pull
HELP???
